The concept of capacity building or capacity development (CD) emerged in the early 1990s and gained official recognition with the Paris Declaration on Aid Effectiveness in 2005 and the Accra Agenda for Action in 2008. Since then, CD has been widely used in development practice, although it lacks a solid theoretical basis.
In the webinar, Taisiya Lebedeva and Prof. Dr. Oliver Serfling from the Capacity Building team will present their research examining their theoretical concept. The aim is to find out whether comprehensive CD projects, or projects that aim for sustainable transformative change in general, deliver better results than those that merely claim to be CD. During the presentation, they will give a brief overview of CD in development practice, discuss current evaluation methods used in CD initiatives, outline their proposed theoretical framework and present the preliminary findings of our ongoing research.
